plans and additional life insurance Position Summary: Serves as a
primary source for technical level engineering on private
development plan review including but not limited to, design of
water, wastewater, and drainage utilities. This position reviews
both capital and private development projects for conformance with
adopted codes and statutes. Essential Duties: Reviews, processes,
and approves private development engineering plans, reports, model
outputs, and any other information related to City owned utilities
to ensure compliance with applicable City, county, state, and
federal codes and guidelines; researches and identifies the
availability of water and sewer service utilizing the digital
Geographic Information System (GIS) mapping system, as-built plans,
and field data. Coordinates with other departments to ensure that
planning and reviewing of functions are effectively integrated into
the projects, meet processing deadlines, and do not conflict with
existing or planned utilities. Reviews and comments on lot split,
re-plat, revision of plat, preliminary plat, and final plat
projects. ยท Represents the Public Works Department at
pre-application conference (PAC) meetings; participates in the PAC
review including modeling. Calculates plan review and construction
inspection fees charges including impact fees. Reviews electronic
file submissions prior to plan approval; ensures that all private
development applications are processed including obtaining all
as-built, certification, and test information. Coordinates with
private sector engineers and City inspectors to resolve
construction phase problems and requested changes related to
utilities. Participates in the activities of the Capital
Improvement Program including review of all engineering areas
related to capital projects to ensure coordination among private
development review/processing/approval activities, water/wastewater
operations, and planned infrastructure improvements. Participates
in selected capital project meetings when projects bear a
relationship to existing infrastructure or other private
development-related concerns. Reviews and prepares ADEQ forms for
additions to the City's water and wastewater systems; assists in
the maintenance of the wastewater treatment capacity and collection
system commitment data files for all new development and capital
improvement projects as required by ADEQ. Conducts water and
wastewater modeling for new development projects to simulate
additions to the City's systems. Coordinates and/or resolves
questions and concerns from the public; represents the City at
internal and external meetings involving utilities. Supervises and
trains staff; prioritizes and assigns workload; evaluates
performance; and ensures employees follow policies and procedures.
Performs other duties as assigned. Qualifications: Education and/or
Experience: Bachelor's degree in Civil Engineering or related
field; preferably with experience in water, sewer, and stormwater
modeling; or any equivalent combination of education, experience,
and training which provides the knowledge and abilities necessary
to perform the essential functions of the position. Licensing,
Certification, and Other Requirements: Possess a valid Arizona
driver's license or obtain one within 30 days of hire; Preferred -
possess registration as a Professional Engineer in the State of

Knowledge of Arizona Department of Environmental Quality, Arizona
Administrative Code, and Arizona Department of Water Resources
provisions, codes, policies, and procedures as they relate to the
planning, design, construction, and approval of public water and
sewer systems. Knowledge of Maricopa area government details and
standards associated with the design of public water, wastewater,
and drainage systems. Knowledge of AutoCad Civil 3D, Innovyze's
InfoWater and InfoSewer, or Aquanuity. Knowledge of City of
Prescott General Engineering Standards and Quad City Standard
Details. Knowledge of Geographical Information Systems (GIS),
integration of GIS with water/sewer hydraulic modeling software
databases, and computer aided drafting programs. Knowledge of
common methods and conventions used in the development and
presentation of utility plan sheets and contract specifications.
Knowledge of land development laws of Arizona and municipal
procedures related to the review and approval of
subdivision-related utilities. Knowledge of water, wastewater, and
drainage computer software simulation programs, including database
development, maintenance, and utilization. Knowledge of tools to
analyze the hydraulics of pipes and channels Knowledge of methods
and techniques of cost estimation, planning, budgeting, design
consultant procurement, and contract administration. Knowledge of
construction inspection and project management Knowledge of the
review and approval process of consultant and contractor pay
estimates for public works projects. Skill in promptly and
efficiently processing private development submittals. Skill in
communicating, both orally and in writing. Skill in organizing.
Skill in delivering customer services. Skill in developing plans,
specifications and cost estimates. Ability to establish and
maintain effective working relationships with state/federal/local
officials, elected officials, consulting engineers, contractors,
and City residents. Ability to work independently to carry out
programs and objectives. Ability to adhere to the City's
ordinances, policies, and procedures. Ability to balance the
interests of the development industry and the City. Physical
Demands and Working Conditions: Work is performed in a standard
City office environment. Operates a variety of standard office
equipment including a computer, telephone, calculator, copier, and
fax machines requiring continuous and repetitive arm, hand, and eye
movement. Tasks require the ability to exert moderate physical
effort including, but not limited to, lifting, carrying, pushing
and/or pulling, etc. of objects and materials of moderate weight
(35 pounds or less). Work is performed in a safe and secure work
environment that may periodically have unpredicted requirements or
