Job Description Plans, organizes, and directs day-to-day HR operations to promote the efficiency and effectiveness of the functional area. Oversees policy and program development to advance departmental activities and university resources. Assists in developing methods of monitoring work activities, including progress reports, in order to inform management of current employee status or work activities. This member of the HR Management Team is tasked with oversight and responsibility for the university---s talent acquisition process and strategies, as well as the implementation and management of the distributed HR Service Model. Essential Position Responsibilities Typically supervises a team of at least four (4) individual contributors or multiple supervisors; coaches, mentors, and motivates staff, both individual contributors and Managers; evaluates team performance and identifies and prioritizes needs for development; reviews completed work to verify technical soundness, and works within existing standards to promote team/organization effectiveness. Makes and approves decisions within assigned parameters (e.g., budget). Acts as a subject matter expert across Human Resources. Applies institutional standards, policies, and guidelines. Exercises autonomy to interpret local strategies and standards, and in decision-making to implement new day-to-day processes and procedures. Responds to questions from employees and managers to ensure efficient navigation of Human Resources processes, procedures, and programs. Monitors, Assess, and improves efficiency and effectiveness of HR services. Develops and implements HR policies, processes, procedures, and programs to promote effective and consistent utilization. NAU is currently engaged in an Organizational Growth and Effectiveness Initiative, which focuses on positioning the University for future success of its operational practices. As a result, some aspects of this position may be subject to change, such as, but not limited to: duties, titles, reporting structure, etc. Minimum Qualifications Bachelor---s Degree in Human Resources OR related field. 3 years of Human Resource experience. 2 years management or supervisory. A combination of related education, experience, and training may be used as an equivalent to the above Minimum Requirements. Preferred Qualifications Master---s Degree in Human Resources or related field. 5 years of Human Resource experience. 4 years management experience. SHRM (SHRM-CP or SHRM-SCP) OR HRIC (PHD or SPHR). Experience managing distributed or shared service HR delivery in a large complex organization. Higher Ed HR experience. Knowledge, Skills, & Abilities Knowledge Expert knowledge of HR business functions including tools, procedures, processes, policies, and concepts. Advanced knowledge of employee regulations, policies, and procedure, including delivering formal feedback, planning work, motivating employees, resolving conflicts, and addressing performance issues. Knowledge of common management tactics to effectively lead a large team. Knowledge of industry trends regarding HR functions. Knowledge of federal, state, and local regulations regarding HR functions. Skills Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Strong planning, organizing, directing, and facilitating skills. Work design and project management skills. Conflict resolution and customer service skills. Supervision and mentorship skills. Abilities Exercises judgement in gray areas. Resolves vague or complex problems within functional area. Has strong problem solving, organizational, and analytical capabilities. Allocates resources within functional area. Analyzes complex situations and anticipates issues. Manages relationships and client interactions. Communicates effectively orally and in writing. Promotes a diverse, inclusive environment. Background Information This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting. If you are applying for a job that requires a CDL, you will be required to register with the Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse and adhere to the clearinghouse requirements. Additionally, as an employer in the state of Arizona, NAU is required to participate in the federal E-Verify program that assists employers with verifying new employees' right to work in the United States. Finally, each year Northern Arizona University releases an Annual Security Report . The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus and NAU-Fort Defiance as these campuses have on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities. Salary Commensurate with experience. The starting salary will be determined by the qualifications of the selected applicant balanced with departmental budget availability, internal salary equity considerations, and available market information. FLSA Status This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked. Benefits This is a Service Professional (SPF) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System or the Optional Retirement Program; 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified dependents. Service Professionals are hired on a contract basis, renewable each 6 months according to terms of the Conditions of Professional Service . Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). New employees are eligible for benefits on the first day of the pay period following their enrollment, after their employment date. Employees will have 31 days from their start date to enroll in benefits. If a new employee chooses the ASRS retirement option, participation in the Arizona State Retirement System, and the long-term disability coverage that accompanies it, will begin on the first of the pay period following 6 months after the new employee's start date. New employees who choose to participate in the Optional Retirement Plan (ORP), which is an alternative to the ASRS plan for faculty and other appointed staff, will begin to participate on the first day of employment. Additionally, the long-term disability plan that accompanies the ORP will begin on the first day of employment.
