Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.Job Summary: The USGS Water Mission Area (WMA) Web Communications Branch (WCB), develops and disseminate water data and information and plain language water science content through static websites, social media, and other outreach and education activities, targeted to stakeholders as defined by WMA Programs and leadership Purpose: The primary responsibility is as a project manager in support the data delivery goals of the Water Mission Area. This position will integrate understanding of physical sciences with the ability to work with stakeholder groups with varying command of domains such as water quality, climate change, and information technology (IT) application development.Responsibilities:Plan, manage, and lead software delivery projects to modernize systems for distributing enterprise water information. Management and Planning: Act as manager of projects to modernize water data management system pertaining to natural science fields such as hydrology, water quality, climatology, and ecology. Undertake structured analyses of technical issues, translating this analysis into technical designs that describe a solution and meet business challenges. Analyze systems and recommend design decisions with awareness of Bureau, WMA, or division strategy, patterns, standards, policies, roadmaps and vision statements. Incorporate the of needs of technical and programmatic stakeholders into analyses and recommendations. Plans and carries out development of natural resource data discovery tools including geospatial displays and decisions support systems. Uses written and oral communication skills to communicate effectively with both scientists, researchers, collaborators including the general public and IT developers. CoordinationTeam-based development efforts which support the science of the USGS mission.In consultation with Branch Chief and senior colleagues, directs project Agile release planning, coordination of staff and completion of deliverables according to deadlines among many projects. Perform project reporting in accordance with WMA requirements. Use Agile software development principles to provide a clear, open and transparent framework in which teams can deliver. Contribute to agile planning processes to maintain delivery output of team. Effectively translate and accurately communicate to technical and non-technical stakeholders as well as facilitate discussions within a multidisciplinary team, with potentially difficult dynamics. Advocate for the team externally and know how to manage differing perspectives. Service Coordination: Maintains awareness of the quality of data delivery systems, including end-to-end services with multiple products and channels.Use established patterns to operate and maintain products or services throughout their product life cycle according to WMA and USGS policy and procedures. Work closely with operational delivery teams to achieve project outcomes. Maintain awareness of common operational problems; act as the escalation point for major operational issues and integrate incident management and service support tools where available. QualificationsMinimum Qualifications:Bachelor's Degree in Engineering or Science required. 3-5 years of combined professional and educational experience in relevant disciplines including:Communications, education, or legislative affairs, and water resources research or water management.Experience enabling integration of data from next generation water observation platforms (e.g. Super Gages) and field computing.Experience in formulation, execution, advisement on, and explanation of recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques, and in resolution of a wide variety of complex problems.Advanced skill in oral and written communication; and in knowledge of specialized and general-purpose software and tools used to for IT project management are required.Physical Demands/Travel:Office work is sedentary and may involve long periods of working at a desk, and computer terminals.Some travel may be required to support program tasks (25%).The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
