Nature of Work Coconino County seeks a Health and Human Services (HHS) Director with a heart to serve our diverse County, including our most vulnerable populations, a mind to thoughtfully respect community partners' expertise, and hands to work alongside our talented and experienced staff and community to make a difference in the lives of Coconino County residents. We are looking for someone who brings a balance- an ability to think critically and address important community challenges, as well as a servant leader who values community collaboration. We are seeking a change agent to guide three departments (Career Center, Community Services, & Public Health) in a transition to one Health and Human Services Department. The ideal candidate is energized by realizing enhanced outcomes through innovative possibilities, consistently pursuing creative, evidence-based solutions for service delivery. The Health and Human Services Director is a part of the Coconino County Leadership Team and reports to a Deputy County Manager. This individual will lead over 130 team members, with an overall department budget of $21 million dollars, contributing to an organizational culture focused on empowering all team members in an inclusive environment. The Health and Human Services Director is essential to the success of Coconino County; advocating for and implementing services that support the health and vitality of residents, while supporting the most vulnerable members of our communities. At 18,661 square miles geographically, Coconino County is the second largest county in the continental United States and 18% of the entire state of Arizona. The current population is 139,000. Incorporated cities and towns within the County include Flagstaff, Page, Williams, Fredonia, Tusayan and part of Sedona. With only 12% of privately-owned land, most of Coconino County is consists of public land, including United States Forest Service and National Park Service, Bureau of Land Management, Tribal Trust Land and State of Arizona. The County is home to one of the seven wonders of the world, the Grand Canyon, as well as many other National Parks and National Monuments. Strong partnerships and relationships with federal, tribal, state, local government and community partners are essential in this role. Coconino County has an educated and diverse citizenry, including 32% having earned a college degree, 14% of the population are of Hispanic descent and 27% are of Native American descent. The County is proud home of the Havasupai, Hopi, Hualapai, Kaibab-Paiute, and San Juan Southern Paiute Tribes, as well as a large part of the Navajo Nation. Additionally, residents of the County have great opportunity for quality higher education, including Northern Arizona University (NAU) and Coconino Community College. The County is the proud home to the United States Naval Observatory Flagstaff Station, Camp Navajo, the United States Geological Survey Flagstaff Science Campus, the Museum of Northern Arizona, Lowell Observatory and the Arboretum at Flagstaff. Flagstaff was the first community designated as an International Dark Skies Community. Flagstaff: the county seat of Coconino County is a vibrant community nestled at the base of the San Francisco Peaks with a population of approximately 71,000. At 7,000 feet elevation, Flagstaff offers the 4 seasons and world-class outdoor recreation opportunities, including miles of biking and hiking trails, kayaking, fishing, hunting, camping and skiing and snowshoeing. Typical Duties (Illustrative Only) Under general direction performs work of considerable difficulty providing leadership, setting strategic direction and coordinating operational functions of the Health and Human Services Department overseeing integrated, community-based services; performs related work as assigned. * Works in partnership with the County Manager, the Board of Supervisors, and other County directors and elected officials to solve both major and minor systemic issues, provides policy level guidance to the County Manager and the Board of Supervisors on items related to health and human services * Provides leadership in the County's efforts to promote the health, safety and well-being of the children, seniors, families, visitors, and general residents of the County through a comprehensive health and human services delivery system * Strategically directs and maximizes the efficiency and effectiveness of the various division functions, services and activities of HHS, contributing to the overall quality of the department's holistic service approach through policy development, program planning, fiscal management and sustainability, innovative funding partnerships, public sector budget development, contractual relationships, personnel management, administration and operation of the integrated HHS for effective and efficient health and human services provided to the community * Works in partnership with other employees, divisions, departments, external entities and the public in delivering effective, innovative, holistic and integrated services including but not limited to public health, community health, senior services, financial grants and aid, workforce/business/employment services, meals on wheels, women infants and children, health promotion, public health nursing, public health clinics, communicable disease treatment and investigation, vital records, maternal child health services, reproductive health, prenatal and nursing home visits, environmental health, restaurant inspections, animal management, and medical examiner's office * Develops and promotes partnerships with representatives of federal, state, tribal, and local agencies, commissions, members of various formal advisory boards, employers, social service agencies, community boards, neighborhood groups, advisory committees, community organizations and nontraditional partners (e.g. law enforcement, business, etc.) to solicit input, assess needs and concerns, develop priorities and communicate county priorities * May act as the Chief Health Officer for the County * Represents the County in state and national level committees, commissions, workgroups, state policy forums and meetings related to health and human services * Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the County's HHS department * Participates in collective impact and criminal justice coordination efforts to integrate and coordinate improvements that serve partners, residents, and families * Analyzes and evaluates community needs, available resources, operational plans and program results to implement improvements and adjust service delivery * Directs the development and administration of programs that promote healthy lifestyles, prevent the spread of disease, protect the environment, assure access to health care, and provide low-income clients and displaced workers with the training, guidance, and life skills needed to obtain and retain well-paying employment * Builds, maintains and ensures Public Health, Human Services, Community Action Agency and Workforce Development Boards and Accreditation relationships and compliance * Hires, mentors, supervises, evaluates and disciplines a wide range of staff * Develops and reviews short and long-range plans to accommodate changes in funding and client needs * Reviews program funding needs, formulates budget guidelines and controls program activities within budgetary limits or policies to achieve goals within available resources * Oversees the development and implementation of public awareness and public relations efforts of the department. Responds to inquiries, concerns and complaints regarding department programs, activities and personnel * Interprets, administers and enforces public health laws, ordinances, rules and regulations including enforcement codes * Issues compliance, isolation, quarantine and public health orders and notices of violation * Consults with physicians regarding medical community health issues Essential functions of this position include but are not limited to: driving; sitting; working with and around others; dealing with interruptions; repetitive motion (hand/wrist) for computer work; vision acuity (near) for routine office and customer service duties; hearing and speech for ordinary conversation; finger dexterity for typing and paperwork. Minimum Qualifications Bachelor's degree in public administration, health administration, public health, social science, or a related field and seven years of progressively responsible experience managing the delivery of health and human services programs in the public sector, including five years of supervisory experience; or, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position The ideal candidate will be a leader with strong communication skills who develops relationships with outside partners in the spirit of collaboration and community. The candidate will have exceptional interpersonal skills, be able to motivate and support staff through transition and change, build a department culture through innovation, technology, and transparency. The candidate will have a passion for public service, acknowledge the growing needs of the community and understand the unique needs of diverse and rural communities. Strong values and an ability to build rapport and respect will drive outcomes that reflect the values of the organization, while showcasing outstanding customer experience that meets the service needs of the populations and provides community outreach with purpose. The candidate will seek continued financial sustainability for the department, programs, and grant funding services. They will recruit and retain highly qualified staff and cultivate strong relationships inside and outside the organization, particularly with Boards and Accreditation Boards. The ideal candidate is a lifelong learner who is enthusiastic, approachable, knowledgeable, and supportive. They will be a strong leader who will guide and direct their department, connecting staff through knowledge of the work, cultivating a culture of trust, and streamlining service delivery of the newly merged department. They will be a visionary who can communicate and implement comprehensive, lasting, results-driven, service delivery model that is focused on the customer experience rather than existing practices. The reinvention of service will capitalize on the strengths of the department and importance of partnerships with community stakeholders and customers. The candidate will be a strategic, big picture, and forward thinker who anticipates needs and trends impacting the county and will take action to address current issues including collective impact, mental health, fiscal sustainability, transparency in government, and growing customer demand. Preferences: Master's degree preferred in public health, social work, public administration or related field. Experience in a local government leading health and human services in an integrated environment. This experience should include leadership, culture building, change management, program planning and implementation, budgeting, contract negotiations and monitoring, development of a comprehensive, collaborative service delivery system and staff development. Experience working with Boards and experience working in an accredited environment preferred. Thorough knowledge and expertise in the areas of public health, community services and career services preferred. Experience working with a variety of grant and public sector funding preferred. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.
