Summary

The selectee may be duty-stationed at the South Rim of Grand Canyon National Park or in our Flagstaff, Arizona office, but will be expected to travel throughout the park as they carry out the duties of the position.

Responsibilities

This position is located in the Division of Science and Resource Management at Grand Canyon National Park (GRCA) and is designated as Chief of that division. You will be responsible for the overall management, direction, supervision, implementation, and quality assurance of science, natural, cultural, and visitor use management programs. Leads the division in ensuring that all employees, interns, and volunteers demonstrate high standards of professional behavior, demeanor, and conduct. Manages organizational change in response to legislation, appropriations, policy changes, or the NPS park senior executive team. Provides division-driven direction while maintaining a positive work atmosphere that empowers employees lo strive for excellence, be creative, support a diversity of viewpoints, and work effectively with others within and beyond their disciplines and division.

Through subordinates, close coordination with personnel and supervisors in other divisions, pr directly, the Incumbent leads in developing, reviewing, and approving program goals, plans, policies, and procedures for carrying out a multi-year and multi-disciplinary, fully integrated program to ensure good stewardship of cultural resources, as well as wilderness and other resource values. Directs efforts to identify short- and long-term resource issues, set objectives, outline research and management actions needed, and obtain resources to implement programs and practices to sustain or restore ecosystem processes and component resources and values within. Manage a budget of $2-4 million annually from various fund sources including park base, fire, FLREA, CFF, donation, cost recovery, and natural or cultural resource funds.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-05/13/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:

Individual Occupational Requirements:

BIOLOGY GS-401:

  • Degree: 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Equivalent combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

ANTHROPOLOGY GS-0190:

  • Degree: appropriate field of anthropology OR
  • Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related coursework, plus appropriate experience or additional education OR
  • Four years of appropriate experience of anthropology performing research, museum work, or similar professional-level work.

ECOLOGY GS-0408:

  • Degree: 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

PHYSICAL SCIENCE, GS-1301:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
  • A combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

GEOLOGY, GS-1350

  • A degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
  • combination of education and experience which includes Course work shown in A above, plus appropriate experience or additional education.

AND

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing advice to senior management on all aspects of science, natural and cultural resources, and visitor use management in a park, facility, or other unit; providing leadership and oversight for organizing, planning, directing. coordinating and reviewing all programs in a park, forest, or other land management area; leading/managing a division or park with a large, complex, interdisciplinary staff; or managing a portfolio of program responsibilities which include complex interdisciplinary teams, intra/inter-governmental collaboration, and partnerships. Your resume must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.
