Nature of Work

Coconino County Health and Human Services is seeking a Program Manager II to join our team. Successful candidates will perform planning, administrative oversite and coordination of a team that includes nursing services at mobile and community-based events throughout the County. Duties include coordination of COVID-19 vaccination and support duties, COVID-19 testing, education of patients and the community about the importance of disease prevention and health promotion, seasonal influenza immunization, and other needs related to community vaccination and health.

Under general supervision performs work of considerable difficulty in the management of a public program or functional unit; performs related work as assigned.

Please note:This is a limited appointment position based on grant funding through June 30, 2024. This position is funded through the COVID-19 Mobile Vaccination Grant.

(Illustrative Only)

* Plans and coordinates mobile vaccination events throughout Coconino County * Develops and maintains working partnerships with the other healthcare providers and communities to serve the public through immunizations * Assesses community resources and engages them to enhance existing resources and distribution of vaccines * Leads a team of two nurses and two administrative staff to provide mobile vaccinations thru events. Includes scheduling, oversite, administration * Prepares required reports, billing, approval of invoices and payroll * Travel to off-site vaccination locations and meetings with partners * Ensures the provision of care according to program policies and standing orders, and local, state, and federal regulations, including facilitating annual Arizona Department of Health Services Licensure * Ensures compliance with VFC and VFA requirements, assists with creating an annual immunization action plan, assists in managing public and private vaccine inventory and storage and handling * Supervises, evaluates and recommends disciplinary action for assigned personnel * Coordinates program quality improvement activities * Coordinates staff schedule, including onsite and offsite clinics * Ensures that documentation occurs in the medical record, audits nursing charts to ensure complete and accurate information * Educates and counsels clients, families and the community in health promotion, disease prevention and disease management activities * Identifies and networks with a variety of community resources to address client needs and provides service coordination as needed * Collaborates with multi-disciplinary teams to achieve division objectives, such as coordinating offsite events and/or assisting the communicable disease team with epidemiological investigations of vaccine preventable and other reportable communicable diseases * May write grants and develop new funding sources * Other duties as assigned

Essential functions include but are not limited to: driving, working with and around others, dealing with interruptions, repetitive hand wrist motion, vision acuity near and far for computer and driving work, color vision, hearing and speech for ordinary conversation and Touch finger dexterity for computer work.Traveling to outlying areas in the County, possibly outside of normal business hours as well as walking and standing for long periods of time in all types of weather.

Minimum Qualifications

Bachelor's degree in public/business administration, or a related field within subject area and three years public program management experience, including at least one year of supervisory experience; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:

Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Fingerprint clearance may be required.

Preferred qualifications:Master's degree in public/business administration, or a related field.

This position is exempt from overtime.

This position is safety sensitive.

* Considerable knowledge of: * Public program planning, development, budgeting and management * State and federal program guidelines and regulations * Community needs and resources * Principles and practices of effective supervision * The theory, principles, practices and techniques of designated program services and related assigned duties * Principles and practices of providing social services to culturally diverse populations * Software applications commonly used in program management * Skill in: * Analyzing programs and services, and structuring new programs and improvements * Ability to: * Effectively manage human, fiscal and material resources * Interpret federal, state, and local regulations and guidelines * Address the public and professional groups * Analyze complex situations and evaluate alternatives prior to making decisions * Analyze administrative and personnel, problems and identify appropriate solutions * Train and effectively manage assigned staff * Exercise independent judgment and initiative to effectively carry out difficult assignments * Address and motivate the public and professional groups * Prepare and maintain complex reports and records * Work safely and support the culture of workplace safety * Establish and maintain effective working relationships with employees, other agencies and the public * Follow written and verbal instructions * Communicate effectively verbally and in writing
