Job Description:

Actively supports and upholds the City's stated mission and values.-- Under direct supervision of the Deputy Chief (Community Risk Reduction), employees of this classification perform fire protection planning, field inspections, technical plans review, and assist internal and external customers with fire codes, standards, and City requirements.--ADMINISTRATIVE DUTIESSupervisory:-- This job does not have formal supervisory responsibilities.Budgetary:-- This job has partial responsibility for budgeting at the program level including providing billing lists to Finance and forecasting impact fees.Strategic Planning:-- This job has partial responsibility for strategic planning at the program level including assisting with development of inspection rotation to streamline the prevention process.Policies/Procedures: This job carries out day-to-day activities in accordance with established policies and procedures.Compliance:-- This job has partial responsibility for following, assisting in ensuring compliance with, and enforcing laws, rules, and regulations as well as City policies and procedures.Council Communications:-- This job carries out day-to-day activities in accordance with Council's adopted priorities and direction.Reporting:-- This job has partial responsibility for reporting including inputting data into electronic record keeping systems.--EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)Provides excellent customer service to both internal and external customers.Conducts annual fire inspections of new and existing businesses and high hazard occupancies to ensure compliance with International Fire Code and National Fire Protection Agency Standards.Approves all phases of fire protection systems testing by conducting scheduled field inspections including installment up to and including final approval.Reviews and examines technical plans for compliance with fire code, ordinances, and departmental requirements up to and including fire protection systems, emergency exiting, water supply, and fire department access.Assists with the permitting process to ensure compliance with fire code and departmental requirements including ensuring proper documentation, necessary fees are paid, and maintaining a current permitted occupancy list.-- Conducts field inspections to coincide with permit fees paid.Maintains records on all conducted field inspections, fire protection systems tests, and issued permits by inputting in Firehouse data system.-- Inputs comments from plan reviews into Community Development data system.Advises administration, line personnel, other divisions, and citizens in the interpretation of the International Fire Code and the National Fire Protection Agency standards, providing expert knowledge and recommending a course of action.Attends inter-divisional staff meetings advising architects and engineers on all issues relating to the International Fire Code and National Fire Protection Agency standards.Conducts field inspections of occupancies requiring a state license.Performs related duties, as assigned.--MINIMUM REQUIREMENTSTwelve hours of Fire Science classes from an accredited college, i.e. Fire Code, Fire Investigation, Fire Protection Systems, Building Construction for Fire Protection or a related field.State of Arizona NFPA or ICC Fire Inspector 1 certification.Two years of related experience with fire inspections, protection systems, and/or plans review.Or any combination of education, experience, and training equivalent to the above Minimum Requirements.DESIRED EXPERIENCE AND TRAININGAssociates Degree in Fire Science, Fire Protection Systems, Fire Investigation, Building Construction, or a related field).Public Education Instructor certifications.Wildland Urban Interface (WUI) knowledge and experience, including WUI code experience.Experience with fire investigations. Arson Investigation certifications, course equivalents of IAAI or NFA requirements in NFPA -1033.Experience with computer systems and fire department software systems.2 years of Operational firefighting.Fire Plans Examiner experience or certification is desired--OTHER REQUIREMENTSMust possess, or obtain upon employment, a valid Arizona driver's license.Regular attendance is an essential function of this job to ensure continuity.Ability to obtain State of Arizona NFPA or ICC Fire Inspector 2 certification within 12 months of employment.Employees may be designated a take home City vehicle.Employees who are designated to take home a City vehicle per the Vehicle Take Home Administrative Policy must live within the prescribed area. The defined as a 12-mile radius from City Hall or 35 miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges, or 10 miles from City Hall along Highway 180 North with a five-mile-wide corridor (2 -- miles on each side).--REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)Language Skills:-- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.-- Ability to write reports, business correspondence, and procedure manuals.-- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.Mathematical Skills:-- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.-- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning Ability:-- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.--PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENTWhile performing the duties of this job, the employee is frequently required to stand and talk or hear. The employee is occasionally required to walk; sit; use hands and fingers to handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and taste or smell.The employee must occasionally lift and/or move up to 50 pounds.Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.While performing the duties of this Job, the employee is frequently exposed to outside weather conditions.
